Fire at Bordumsa

ITANAGAR, Dec 20: Six shops were gutted and as many  damaged partially in a major fire which broke out at Bordumsa market today afternoon.

Although the properties lost and damaged are not yet estimated, the loss in the fire is expected to cross more than Rs one crore as shops gutted in the fire included wholesale dealer of Hindustan Lever and cosmetics and the biggest IMFL retailer of Bordumsa.

Preliminary reports suggest that fire appeared to have originated from a small hotel.

Fire tenders from IOC, Assam Govt. and Namsai were pressed into service along with administration, police and 8 Bihar Regiment, CRPF personnel and general public of Bordumsa to contain the fire. The Administration led by Additional Deputy Commissioner Kento Riba said that water tanker of NEC contractor M/S Valecha and tractor equipped with water sprayer of Rohtash Singh had rendered commendable job in dousing the devastating fire.

He further acknowledged the service rendered by IOC, in absence of fire service in Bordumsa.

Administration has decided to pay Rs 4000 each to the owners of damaged shop and Rs. 1000 each to owners of partially damaged as immediate relief.

A board for assessment of damages has been constituted who  will submit their reports within seven days time.

 

Campaign unable to reach Vijoynagar

ITANAGAR, Dec 20: Vijoynagar with a target population of about a 1,000 could not be covered under the Measles Catch-up Campaign 2011 due to inclement weather and lack of air coverage to lift manpower and logistics. However, steps to cover the area are on the anvil.

The campaign in Changlang ended on December  17 with vaccination of 33,285 against a target of 33,741 within the age group of 9 months to 10 years. The campaign was launched at Changlang district with from November 28 under the aegis of the District Health Society, Changlang.

DRCHO Changlang Dr. Parthasarathy Dutta, congratulated all the key departments including General Administration, Health, Education, ICDS, and other related departments for extending their full co-operation for the success of the programme.

The Medical Officers, vaccinators, ASHA facilitators, ASHAs, AWWs, PRI members and all staff of medical health, education, ICDS & publicity took active participations.

 

National Voters Day at Doimukh

Yupia, Dec 20:Doimukh has been chosen as the venue for celebration of National Voters Day 2012 on January 25 next.

As a measure to enhance participation of citizens in the democratic electoral process, the Election Commission of India has declared  January 25, its foundation day as the National Voters Day every year. The Commission’s objective is to increase enrolment of voters, by using this occasion so as to make universal adult franchise a complete reality and thereby enhancing the quality of Indian democracy. The day will also be utilized to spread awareness among voters regarding effective participation in the electoral process.

 

Foundation for a church

ITANAGAR, Dec 20: Nyishi Baptist Churches Council (NBCC), general secretary Rev. Hali Likha Ama laid down the foundation stone for construction of new Church at Dokoso river bank yesterday.

The plot of land was donated by Taro Tagia and ZMP Borum-I Taro Modi.

Create more AT/JT posts: AASSATA

ITANAGAR, Dec 20: All Arunachal Pradesh Sarva Shiksha Abhiyan Teachers Association (AASSATA) has appealed to the state government to create sufficient posts, particularly AT and JT to regularize the services of more than 600 teachers serving under SSA on contract basis.

Though the Government’s recent initiative to absorb SSA teachers is a welcome step, it will take authority more than 4 to 5 decades to regularize the services of all the SSA teachers, if the present trend of picking two or three teachers continues. Moreover, many of them (SSA teachers) have already crossed their upper age limit to secure a Govt job. Further, regularization of some of the SSA teachers will make difference in status as well as service length with other SSA teachers who were appointed on the same day and same year, it said.

Contractors’ assoc. demands for releasing pending bills

ITANAGAR, Dec 20: All East Kameng Contractors’ Welfare Association (AEKCWA) has urged the UD Minister to immediately release the pending bills in Seppa UD department.

While alleging absenteeism from duty by the deputy director of UD department Seppa, the association demanded the minister to instruct the officer and other top officials of the department to report for duties within 15 days.

Talar wins Bronze in Malayasia

ITANAGAR, Dec 20: Laa Talar pairing with Chirag Sen of Uttarakhand won a bronze medal for India in Li Ning-Singapore Youth International  Badminton Series open tournament held in Singapore from December 12 to 18 last.

Talar-Chirag duo lost  to Malaysia 16-21 18-21 in semifinals of Under 15  Boys doubles category.

Taking part in single, Talar reached upto pre-quarterfinals of the championship. He lost the match  20-22 16-21  to his Chinese opponent Wu-Yun Cheng in a closely fought match.

 

ALSU expresses concern over attacks on Arunachalee students

ITANAGAR, Dec 20: Arunachal Law Students Union (ALSU) has expressed serious concern over attack on Arunachalee students in Tamil Nadu.

In a release ALSU claimed that beside local students teachers have been found acting against interest of Arunachalee students.

Because of the act of intimidation by local students, many Arunachalee students have left their colleges and it is hampering their academic aspects, the Union stated.

ALSU has urged Arunachal government to immediately take up the matter of security for Arunachalee students with its  Tamil Nadu counterpart.

All Arunachal Pradesh Border Students Union has also condemned the report of attack on Arunachalee student in Engineering Colleges of Tamil Nadu.

Expressing serious concern over report of constant attacks on Arunachalee students, the union appealed to state government to establish Engineering College of its own in Arunachal for the benefit of tribal students.

 

CNC decides

ITANAGAR, Dec 20: Central Nyokum Committee (CNC) in its executive body meeting held at Nyikum Niya Hall, Nirjuli discussed various issues related to celebration of Nyokum Yullo.

While formation of all local Nyokum celebration committee would completed before 31 of this month all the pre-Nyokum celebration will begin from February 2  and the main celebration will take place on 26 with proper alter (Yugi) and priest (Nyub). The Committee further informed that Nyokum Aana will be used as common Nyokum song and sacrifice of Mithun during celebration will be restricted to minimum possible.

 

All India Forest Sports meet

ITANAGAR, Dec 20: The 14-member contingent of Arunachal Pradesh forest environment department has won six medals – 1 gold, 2 silvers and 3 bronzes - in the five-day 19th All India Forest Sports meet which concluded at Dehradun today.

Team manager and deputy chief wildlife warden Joram Dopum told over telephone that Joram Dopum and Dobin Doke won gold in man’s veteran double’s badminton. The silver medalists are Dopum and Doke (veteran man’s single’s badminton) and Mudo Ado and Dilip Gowala (Man’s open double’s badminton) and bronze medalists are additional PCCF MS Negi (Billiards), Doke (Chess), Ado and Pema Laden (mixed double’s   open badminton).

Principal forest secretary and PCCF BS Sajwan is the chief-d-mission.

 

AdiSU rejects ATA demand

ITANAGAR, Dec 20: Adi Students Union has rejected the Arunachal Teachers Association (ATA)’s claim of innocence of Government Higher Secondary School Aalo vice principal Jomdo Lona and described the call for his revocation regarding the Tamar Yorpen suicide case as immature and baseless. A state level professional and respected organisation like Arunachal Teachers Association should not jump into conclusion without knowing the full facts and details of the incident due to which a life of a student was lost and many other students were rusticated from school, it said in a release.

It should act as a self regulator of its own members who bring shame to the hallowed teaching fraternity, it added.

It appealed to the Arunachal Teachers Association to refrain from making such comments without knowing the facts when concerned government authorities are investigating into the case. It further called upon the ATA to support the victim’s family and weed out the black sheep within the teacher fraternity.

 

BDO transfer opposed

ITANAGAR, Dec 20:   Condemning the transfer of Block Development Officer (BDO) of Pipu and Gyawepurang circles in East Kameng district, All Pipu Gyawepurang Youth Welfare Association today opposed the transfer order, saying that BDO Akung Gyadi is the backbone of developmental activities in the circles. The association further appealed to the district deputy commissioner and local MLA to reconsider the transfer order.

ITANAGAR, Dec 20:   In an attempt to curb rampant fishing and illegal collection of boulders in its area, All Mangam Mangfi Bodi Youth Welfare Society (AMMBYWS) under Sawa circle of East Kameng district has prohibited the use of explosives at Para River.

Society further banned collection of boulder, pebbles and raw materials within its jurisdiction.

 

Regularization demanded

ITANAGAR, Dec 20: All Arunachal Pradesh Multipurpose Workers’ Association today demanded for regularization of 356 contractual multipurpose workers in the department of health services under National Rural Health Mission. The association, in a release,  claimed that the workers have been rendering service in providing basic health facilities to patients over the last four years.

Training at Khonsa

ITANAGAR, Dec 20:  Five days Training on Intrauterine Device (commonly known as coper-T) insertion for Medical officers and ANM’s started today at District Hospital Khonsa organized by District Health Society, Tirap.

The convener of the training Dr.K.Perme, DRCHO i/c DMO Khonsa gave a briefing on the acceptance rate of IUD and the unmet need for contraception among eligible couples in the country and the need to improvise in the district.

Seven medical officers and as many ANM’s from various CHC’s and PHC’s are attending the training.

The training consists of PPT, Audio-visual show and hands on with Zoey Model.

NEDWS to promote SHG in Arunachal

ITANAGAR, Dec 20: The Arunachal Pradesh unit of North East Development Welfare Society (NEDWS) will promote Self Help Group (SHG) in Arunachal Pradesh by forming atleast 25 SHGs in each district. It was decided in a coordination meeting of the society held at Naharlgun today.

Self Help Group (SHG) would also be organized in each district which would be consist of 300 members and training would be held from January-June, 2012.  

The meeting further decided to conduct leadership training in February-March, 2011 beside promoting indigenous script (Tani Lipi) and culture.

Further, a state level workshop on Tani Lipi would be organised at Itanagar on March 5 involving the indigenous people of  the state.

Tuki showers developmental package

AALO, Dec 20:  The people of Aalo, mostly in colorful traditional attires today had a special reason to smile. On his maiden tour to West Kameng as Chief Minister Nabam Tuki today announced a series of developmental packages for the district.

Tuki, while addressing a public meeting here this morning, announced several crores of rupees for infrastructural development particularly in Aalo, the district headquarters.

Among the various packages announced by the chief minister, establishment of a general hospital besides construction of an ultra modern circuit house, cultural centre and a heritage building of the Paktu Ao clan for preservation of their rich cultural heritage were prominent. To a demand for establishment of a sessions court in the district, Tuki assured his cooperation but said that he would have to first study the official intricacies and then place it in the Cabinet for final approval.

Emphasizing judicious utilization of all central funds, the Chief Minister called for creating a congenial atmosphere in the district so as to invite outside investments.

“My government is committed in providing a people-friendly and transparent government with major thrust in infrastructure development besides according top priority in the education and health sectors,” Tuki said to the thunderous applause of over seven thousand crowd gathered at the General Ground here.

Stating that development was not possible sans peace, the chief minister assured to bring back the lost glory of the state which was earlier known as an ‘oasis of peace’.

Referring to the health sector, Tuki announced of introducing health insurance scheme in the state soon to help the needy patient.

He also announced revival of the defunct fruit processing industry at Nigmoi near here, to benefit the horticulture farmers of the district known as the ‘orange bowl’ of the state.

Disclosing that steps have been taken for empowering the Panchyati Raj system in the state, Tuki said that the government would soon provide an amount of one crore each for 16 districts of the state for construction of offices for Zila Parishad chairmen.

Tuki also congratulated the people for change in nomenclature from Galong to Galo tribe, which has been finally fulfilled with the Parliament passing the bill yesterday.

“The Lok Sabha yesterday passed the amendment bill for changing the nomenclature to Galo from Galong by removing the suffix ‘ng’, a genuine demand the community had been making since years,” he said.

Later, talking to reporters Tuki informed that the bill passed by the Lok Sabha would be raised in the Rajya Sabha for consideration and passing before sending it to the President for her assent before the final gazette notification being issued by the Union Ministry of Tribal Affairs. Forest division seize carcass of wildlife

ITANAGAR, Dec 20: The patrolling squad of the Hapoli Forest Division seized carcass of wildlife from the Tata Sumos coming from Raga, Tamen, Boasimla, and Yurkum today.

It included two Barking Deer, two Flying Squirrel, one Khaleez pheasant and  eight Mountain imperial pigeon.

However, no one claimed responsibility of the carcass and the transport agencies has been warned not to carry any type of wildlife products either dead or alive in future.  However, investigation was launched to trace out the source of origin of the carcass. The carcass were brought to the Divisional Office, Hapoli and destroyed by burning in presence of the magistrate.

The intensive day and night patrolling will be continued in the entire jurisdiction of Lower Subansiri district to check and stop wildlife offences.

 

Workshop for improvement of statistical system under TFC grant

ITANAGAR Dec 20:  The Directorate of Economic & Statistical organised a day long workshop cum conference on improvement of statistical system under TFC grant under the 13th Finance Commission at Banquet Hall here today.

In the occasion 3 publications by the department; Estimates in states, Statistical Aspects of Arunachal Pradesh and Arunachal Pradesh at a Glance 2011 and e-book was released by the Chief Secretary Tabom Bam and Secretary Economic and Statistic Ankur Garg respectively.

The workshop was related to setting up of Business Registration Centre (BRC) at Arunachal at all the districts and state level.

BRC in each district of Arunachal Pradesh will be set up under the control of DC and it will provide business registration Number (BRN) and principal activity code as per NIC, 2008. In future it will be mandatory to quote BRN and Activity Code for all types of registration in the State.

Secretary E&C, Ankur Garg while highlighting on the milestone proposed to be achieved by the department said the improved system will reduce the gap, improve the quality of the publication and will give accurate and up-to-date layout of the data and statistic of the departments.

He appealed for the full cooperation from the officers of the district to fulfill the milestone to be achieved and regain the glory of the Economic and Statistical department.

Foundation stone for St. Ann’s Girls Hostel

Aalo, Dec 20: Chief Minister Nabam Tuki visited SFS College Aalo on Dec 20 and laid the foundation stone for St. Ann’s Girls Hostel.

Rt. Rev. John Thomas, Bishop of Itanagar, blessed the foundation site.

In his Speech, Bishop thanked the  Chief Minister for the various help being extended to all catholic institutions.

The Chief minister in his message thanked the Catholic Church for the commendable work being done in the field of education. He said, quality education is the need of the hour.

He appreciated the hard work done by the fathers and sisters in Siang area for imparting quality education even to the remotest parts of the state.

As a token of appreciation, he promised to help to make the approach road carpeted and for the development of the fine arts of the students assured of an auditorium for the college.

 

Rice variety from Apatani plateau harvested in Mechuka valley

ITANAGAR, Dec 20: In a one of its initiatives, Future Generations Arunachal (FGA) successfully introduced rice variety from Apatani Plateau in Mechuka Valley.

The Apatani rice variety was introduced on an experimental basis to see whether the alpine area rice variety would be suitable because of the similar climatic condition of Mechuka and Apatani plateau. From earlier trials by the farmers, it was found that the rice variety of the tropical areas like Assam did not grow well in the alpine climate of Mechuka. To carry out this experiment, FGA mobilized the women’s group led by Lindu Goiba of Dorjeeling village of Mechuka valley to cultivate the rice variety brought from Ziro.

Earlier, the women’s group members from the village were sent to Ziro for an exposure visit to get a firsthand experience of rice cultivation technique of the Apatani community. After coming back from the exposure trip, the women’s group started cultivation of rice in a 15 x 20 meter size plot of land.  The first batch of paddy crop was harvested last month. The total yield was 27 bags of paddy from the plot. With this successful experiment the women’s group of FGA now plans to increase rice cultivation in their land.

This exercise is a successful demonstration of one community learning from the best practices of another community.

With extensive cultivation of rice by the villagers, the food security could significantly improve in Mechuka valley. The partnership and support of the State Government can further broad based this small effort to cover the whole of Mechuka valley. In this way, most of the fallow land of Mechuka valley can be brought under cultivation.

The example of FGA women’s group is also being emulated by other community members. Villagers like Kamlera Morsing also started rice cultivation in his land after seeing the rice cultivation of Lindu Goiba and her group.

Besides growing rice, now some farmers have also started rearing fish in Mechuka.  

Though it is against the religious tenets of the Memba community to kill living things, after exposure to rice cum fishy-culture of the Apatani community, the farmers of Mechuka tried rearing fish in the rice field. Later the  fishes were shifted to ponds.  This experiment successfully demonstrates the viability of rice cum fishery even in Mechuka Valley. With further development of fishery, many of the wetland of Mechuka valley can be converted into fish ponds thereby enhancing the local economy. Now most of the fish are imported all the way from the plains.

In the same manner, women group members are also growing vegetables in the kitchen gardens. This initiative has improved nutritional intake as well as the income of the villagers. Now, these women’s group is also actively working with the agriculture department in many of its schemes and programmes.

Learning from the success of rice cultivation experiment, now the farmers like Dorji Khandu Goiba of Dorjeeling village also wants to grow Apatani bamboo in the region. Successful import of Apatani bamboo will greatly enhance the availability of local material for daily usages. Most of the empty slopes of the valley are very suitable for Bamboo plantation. Support and partnership of the State Government with the local community can make this materialize.  One day, in the near future perhaps one may see groves of Apatani bamboo in Mechuka valley.

 

Hand tool kits distributed at Tawang

TAWANG, Dec 20: Gender friendly hand tool kits procured by Agriculture Department under Rashtriya Krishi Vikas Yojana (RKVY) were distributed by Parliamentary secretary Tsewang Dondup to the progressive farmers of Seru village.

While speaking at the inaugural function, Dondup stressed on timely distribution of inputs to the farmers. He directed the officials to frequently visit the crop fields to assess the disease and pest situations and crop health so that suitable measures could be adopted timely. He also stressed on exploring horticulture crop in the area as per suitability of specific horticulture crop.

Speaking about Kisan Credit Card, he asked the farmers to take the opportunity from the financial institutions as well as co-operative societies and also requested concern authority to visit the villages and conduct loan melas for the benefit of farmers.

On the occasion, he declared cash prizes to the leading potato producers in the ensuing crop season.

Tawang deputy commissioner Kemo Lollen, while asking the farmers to avail the technical knowhow and inputs like hand tool kits, seeds, manure and fertilizers provided by the department, stressed on adoption of cash crops on commercial basis.

He also directed the department concerned to implement the development activities with follow up action at field level for better results.

He further said that the procurement price of potato by APMC Tawang would be reviewed.

Make diversion road: Union

ITANAGAR, Dec 20:   Lower Subansiri District Nyishi Students Union urged the PWD Western Zone to create diversion road in Doimukh-Potin and Hoj road saying the road was snapped after the Iron bridge collapsed near Water Pool Putin. It also appealed to the departments to inspect the site to assess the damage.

 

Blockade against NHPC dam hits Siang belt

PASIGHAT, Dec 20: The ongoing blockade by the All Assam Students’ Union (AASU) and Krishak Mukti Sangram Somiti (KMSS) at Lakhimpur, Assam against Subansiri Lower power project has badly affected the three Siang districts of Arunachal. The indefinite blockade, which entered fourth day today, has resulted in halt in supply of fuel and essential commodities to the districts.

It is worth mentioning that the agitating organizations are intensifying their ongoing movement against the construction of mega dam in Subansiri River at Gerukamukh.

They have alleged the National Hydroelectric Power Corporation (NHPC) of failing to act on the recommendation of an expert panel that pointed out perils of ongoing 2000 MW Subansiri Lower Hydro Electric Power Project.

The protesting organizations have been blocking movement of vehicles carrying construction materials and fuel to the project site at Gerukamukh and thereby sending strong message to the authority to stop the dam construction. It is alleged by the protestors that a lot of trucks ladden with material and oil tankers have entered the project site using papers fraudulently against some other companies and oil depots in Arunachal. The protestors to check the practice have blocked all material laden trucks and fuel tankers at Lakhimpur is causing acute fuel crisis in Siang belt.

Oil tankers have reportedly been stranded at Lakhimpur for the last three days. Scarcity of petrol and diesel has also hit the public hard as depot owners in the district have failed to refill petroleum products for the days, which has pushed the administration to reserve the remaining fuels. The East Siang Deputy Commissioner today moved the Lakhimpur Deputy Commissioner for releasing the detained vehicles including the oil tankers, which are on the way to Arunachal.

“Lakhimpur DC has assured us to allow the vehicles after a negotiation with the protestors. The outcome is expected early morning tomorrow”, said East Siang DC Talem Tapok, while talking to The Arunachal Times this evening.

The Siang districts have been hit by shortage of fuel for second time this year. Earlier in the last part of August due to flash floods in Dhemaji (Assam) surface transport on National Highway-52 was disrupted, consequently, three Siang districts in land-locked Arunachal Pradesh had to face acute shortage of essential commodities and petroleum products for a fortnight.

The NH-52 passing through Lakhimpur and Dhemaji district is considered as lifeline for the people of Siang valley.

 

Centre’s special attention sought for SCERT

ITANAGAR, Dec 20: Education Minister Bosiram Siram urged the Union Ministry of Human Resource Development (MHRD) and National Council of Educational Research and Training (NCERT) to give special attention towards the newly created State Council of Educational Research and Training (SCERT) in Arunachal Pradesh for its expansion and strengthening by extending financial, technical and academic support.

Attending the 49th General Council Meeting of NCERT in New Delhi today, Siram said that Arunachal Pradesh was in a major policy shift to improve the quality of education; and keeping it in view the state Government has taken the decision to upgrade the State Institute of Education (SIE) to SCERT, an exercised options for using only NCERT and CBSE books. He made aware the NCERT officials about the non availability of the textbooks and requested for timely supply of textbooks and also to avoid mid time price hikes. While informing about the proposed state level Teacher Eligibility Test (TET)- - a pre-requisite norms for recruitment of quality teacher in the state-- to be conducted shortly, the Education Minister urged the NCTE for granting recognition to the B.Ed Colleges of the state whose cases remained pending to address the issue of 76% un trained teacher of the state in context of RTE 2009. He also stated that minority language of Arunachal Pradesh should be protected and promoted through special initiative by NCERT.

He also mentioned that socio economic, topographic aspects and the history of the great personalities of the state should be given proper place in the national curriculum. Focusing on the international significance of Tawang monastery and other religious aspects of Northeast region, he urged NCERT officials to include them in the curriculum.

Meanwhile, Purandeshwari, Minister of State for Education appreciated Siram for his endeavour in taking interest for rapid progress of education in Arunachal Pradesh.

Anshu Vaish, Secretary MHRD  and Prof R Govinda, Director NCERT have agreed to look into the issues raised by Siram at the earliest with special care.

 

Sangliana advocates for inter-tribe marriage

ITANAGAR, Dec 20: National Commission for Minorities vice chairman Dr. HT Sangliana advocated for encouraging inter-tribes marriage in Arunachal Pradesh in order to create a pan Arunachalee feelings among people.

Arunachal is a multi-culture cum multi-tribe state and inter-tribe marriage could go a long way in cementing the social bonds, Dr. Sangliana said while attending the Advent Christmas at Senki Park prayer centre under Deepak Nabam Ministries.

Dr. Sangliana exhorted the believers to be true to one’s faith and perform social duty with utmost diligence and commitment as a responsible member of the society. He appealed to all to educate people the values of peaceful co-existence, mutual respect and god fearing nature in the churches.

In regards to the propagation of the religion, he urged the believers not to adopt any means for hurried and hasty conversion.  Sharing the perceptible proofs of the existence of ‘heaven and hell,” Dr. Sangliana advised the believers not to use terms like ‘inferior or superior’ God.

Parliamentary Secretary Nabam Rebia while lauding the effort of Rev. Deepak Nabam in extending service to the society, urged the people to preserve one’s own cultural identity although they believe in their chosen faith.

Rev. Nabam enlightened the people about the mission of the ministry, which according to him, is to serve the people of all community, castes and denomination through faith in God and sharing God’s love among the deserted, depressed section  of the society.

Matey asks HODS to work with renewed passion

KHONSA, Dec 20: The Parliamentary Secretary for WRD,SWW&CD, Yumsen Matey asked the Heads of Department of Tirap district to work with a missionary zeal. He was addressing a developmental meeting in which HoDs attended at Khonsa on December 12 last.

While underscoring the importance of work culture among the officers and officials, Matey said that he was fully alive to the problems being faced by the HoDs and assured all possible help and support. He also highlighted the developmental processes set on motion by the state government under the leadership of Chief Minister Nabum Tuki and appealed to all to extend their fullest help and support to the government for all round progress of the district and the state.

Earlier, Tirap deputy commissioner, W. Lowang in his welcome address threw light on the various problems of the district and requested the Parliamentary Secretary to impress upon the state government to address the pressing problems of Tirap on priority.

A number of HoDs who also spoke in the meeting highlighted the problems faced by them.

 

Anini student’s rducational tour to Tawang-Bomdila

ANINI, Dec 20:  A team 36 students  comprising 19 boys and 17 girls of Govt. Higher Secondary School, Anini   returned home after educational tour of Tawang, Bomdila and Kaziranga National Park which started on December 9.

The Educational tour was sponsored by the District Administration of Dibang Valley. The team was escorted by Rinchin Tsetim Khom, AMDO and Asha Pulu  as a guide of the team.

The tour aimed to give the students an exposure to various flora and fauna, historical monuments, hospitality, culture and tradition of other areas.

In Tawang, the team visited Tawang Monastery, the birth place of H.H the 6th Dalai Lama, 1962 war memorial at Tawang , Jaswantgarh Memorial of 1962 war at Nuranang Battle field and other infrastructural developments sites of Tawang. The team also visited the state funeral site of late Chief Minister Dorjee Khandu and paid their homage.

And in West Kameng, the team visited hot water Spring at Dirang, Chilipam Monastery at Rupa, Gontse Gaden Rabgyaling Monastery at Bomdila, Orchid Research Centre at Tipi.

Kaziranga National Park visit was another unforgettable experience for the students as getting to watch wild animals in close range was a life time experience. DIPRO

 

Eco-System in NE States

ITANAGAR, Dec 20:Fragmentation of habitats is known to have adverse impact on biodiversity. Taking note of this in the Northeastern states, the Government has taken up a number of measures which include documentation of plant and animal diversity of the Northeastern states by the regional centres of the Botanical Survey in India and the Zoological Survey of India, respectively.

It also includes, biodiversity characteri-sation at the landscape level using satellite remote sensing in parts of North-eastern India jointly by the Department of Biotechnology and Department of Space in order to comprehensively map the bioresources, including providing population status of more than 1000 species.

It also includes setting up of the North-Eastern Region-Biotechnology Programme Management Cell by Department of Biotechnology to effectively coordinate various programmes implemented in the region and supporting of a number of research and development projects by the Government towards restoration of degraded habitats in the North Eastern region.

This information was given by the Minister of State for Environment and Forests (independent charge) Jayanthi Natarajan in a written reply to a question in Rajya Sabha today.

 

Constitutional Lokpal gets Cabinet clearance

Anna to go ahead with fast from Dec 27

New Delhi, Dec 20: The Union Cabinet tonight approved a historic bill for creation of a Lokpal with Constitutional status that will have no control over CBI but brings within its purview the Prime Minister with a number of safeguards.

Not succumbing to Anna Hazare's demand for inclusion of CBI under Lokpal, the government also decided against hiving off of the prosecution wing of the CBI.

After two days of intense drafting by a group of ministers and officials, the new draft of Constitution (Amendment) Bill was cleared at a special Cabinet meeting that lasted 70 minutes.

The bill will be introduced in Lok Sabha on Thursday and the existing one, introduced in August, would be withdrawn.

The Lokpal will be a nine-member body, whose Chairman will be selected by a four-member panel consisting of Prime Minister, Lok Sabha Speaker, Leader of the Opposition in the Lok Sabha and Chief Justice of India or his nominee from among the Supreme Court judges, sources told PTI.

The bill provides for the Prime Minister to be brought under the purview of the Lokpal with certain safeguards that keep out aspects like international relations, public order, atomic energy, space, internal and external security from inquiry.

Probe on any complaint against the Prime Minister will be decided by the full bench, of which at least three-fourth should agree. The probe will in-camera and if a complaint is dismissed, the records on it should not be made public.

Though the Lokpal will have no control over CBI, a demand strongly pursued by Hazare, an important provision has been added under which the CBI Director will be selected by a committee of the Prime Minister, Leader of Opposition in the Lok Sabha and Chief Justice of India or a Supreme Court judge, they said.  PTI adds from Ralegan Siddhi: Accusing the UPA of ignoring the voice of people, Anna Hazare today said he will go ahead with his fast and 'jail bharo' agitation from December 27, alleging that a "weak" Citizens' Charter Bill showed that government's intentions were not honest on Lokpal Bill.

Rejecting the Citizens' Charter Bill, Hazare said the people of the country were cheated by the government and he will go ahead with the plans to campaign against the government in the Assembly elections in five poll-bound states.

"Let the government go its way, we will go our way. I have decided that I will continue to fight till there is life in me," the 74-year-old activist told reporters at his native village in Maharashtra.

"More bills are coming. But from the one (Citizens' Charter Bill), we know that what it is in store. They have brought a topsy-turvy Citizens' Charter Bill.

"...The intentions of the government are not honest. It is decided that my fast will go ahead. I will fast on December 27, 28 and 29. From December 30, onwards there will be jail bharo agitation till January one," Hazare told reporters.

Hazare's close associate Arvind Kejriwal said Hazare will go on fast in Mumbai.

Hazare said Parliament has passed a resolution on August 27 that Citizens' Charter, lower bureaucracy and Lokayuktas under Lokpal and that Prime Minister Manmohan Singh had conveyed this to him.

"Now it is another chapter of cheating. It is an insult to Parliament that they have brought a separate Citizens' Charter. They say I have insulted Parliament, that I don't listen to Parliament. But it is them who have insulted Parliament. They don't trust Parliament," he said.

Maintaining that the government's intentions on bringing an effective Lokpal bill were "suspect", Hazare said the government was ignoring the "voice of the people".

"The common man's life has become miserable due to all-pervasive corruption. But the government has become blind.

It cannot see or hear the suffering of the people," he said.

Hazare's decision to go ahead with his protest plans came as government planned to exclude CBI from the control of Lokpal. Earlier, Team Anna had indicated that Hazare may not go ahead with his plans if Parliament session is extended to pass Lokpal Bill. PTI

Election and food bill

 

In a major milestone, the Indian Cabinet agreed to tackle widespread malnutrition with food subsidies for two-thirds of the country's 1.2 billion population on Sunday. The cabinet approved the food bill that seeks to give legal entitlement of cheaper food grains to 63.5% of the country's population. Existing food subsidy programmes are plagued by corruption, with only a small proportion of the grain reaching the intended beneficiaries.

The bill has been hanging fire because of differences between the centre and states over the poverty estimates.

While a Committee, appointed by the Planning Commission, has recently said that there were 8.1 crore Below Poverty Line (BPL) households in the country, the states have issued 11 crore BPL ration cards.

The new scheme aims to tackle rates of child malnutrition that are worse than in sub-Saharan Africa, but critics say slowing growth and a widening fiscal deficit in Asia's third largest economy mean the timing of the bill is irresponsible.

Growth in the second quarter of the 2012 fiscal year has slowed to its lowest rate for more than two years. The rupee is the worst performing currency in Asia so far this year, the country's current account deficit has grown and the stock market has lost some 22% since January.

Rural welfare schemes helped the ruling Congress party and allies return to power three years ago.

The move may shore up support for the government which is battling charges of corruption but at the same time the step carries risks for the faltering economy. The economy may be in a bad shape but the fact is elections are coming.

Let the authorities address the issue

A news piece published in your esteemed daily on Dec 16 read that the Galo Students’ Union (GSU) has submitted a memorandum to the Chief Minister Nabam Tuki seeking his urgent attention regarding among other demands, early creation of Lower  Siang District by bifurcating East and West Siang Districts with its headquarters at the foot hills has virtually attracted sharp reaction from the District Demand Action Committee (DDAC), 29 - Basar, A/C in particular and the people of the constituency in general.

The imbroglio of the creation of Lower Siang District and final selection of it’s headquarter and decision over the boundaries is a very sensitive issue. The issue has passed through series of un-comfortable, un-healthy, un-wanted, un-called for and un-fortunate events over the years involving high profile personalities and large sections of the Galo Community. Consequently, the government had constituted High  Power Committee (HPC) vide order dated Dec 24, to examine the ground realities pertaining to creation of new District bifurcating the existing West Siang District but the HPC could not start its function due to un-avoidable reasons.

Now, again the HPC has been re-constituted vide notification No. DAD-22/2009 Dated 30th June 2011, to function with specific terms of reference – to examine the ground reality – feasibility and viability,  including the question of bifurcation of both East and West Siang Districts to submit its reports soon to government for final judgment.

As such at this point of time placing a fresh demand on the same subject before the government by the GSU bears no relevance and out of place. It would be  better for every knowledgeable persons including the authorities of the GSU, belonging to Galo tribes with whatever organization he or she may linked to refrain from risking un-thought attempts to put fuel to already burning fire. Members of the GSU being the back – bone of the society has to read the seriousness and magnitude of the situation pertinent to the aforementioned issue and act accordingly,  lest the situation go further out of control. At best the GSU or any other organization within the community may act as interlocutor to help and co-operate the Government to find an amicable solution to the vexed problem.

The 29-Basar Assembly constituency is a strong hold Galo community area. The legitimate demand and sentiments of the majority people of the area should not be undermined and diluted.

Even an ordinary lay man has seen and heard enough and enough out of the contentious issue. Now it would be beneficial for all of us to desist from resorting to exertion of un-necessary pressure instead let us wait with patience and extend full cooperation to assist the incumbent government and authorities at the helm of affairs to address the pending issue.

We need to draw the line somewhere

Dear Editor,

It is in response to the hue and cry doing round in Arunachal Pradesh Public Service Commission (APPSC) premise these days. Newspapers are daily filled with the demand for re-conduct of Assistant Engineer (Civil) exam by various individuals and organizations. But I wonder do all these people realize the repercussions of their demand, if fulfilled?

First of all, the Commission would lose whatever credibility it has left with, forever. And it would be deemed as a very weak and fragile body, which could be easily dictated at the whims and fancy of few individuals and organizations.

Secondly, it would set a very bad precedence and would affect all future exams conducted by the Commission. After all, it’s human nature to get desperate after every failure. And thirdly, the morale of the 49 candidates who have painstakingly qualified the written exam would be hit very hard.

As “A candidate” on 17th December (A mistake needs a correction), himself mentioned that sometimes even more talented candidates get disqualified due to bad luck. So it will be really unfair to put those 49 candidates on luck test again because lady luck may not smile at all of them next time again.

Argument for and against the fresh examination can go on forever, if we wish to do so. But we do need to draw line somewhere. In my view, no meritorious candidate should be deprived of his/her right to sit in viva-voce and the Commission must do re-evaluation of marks of all aggrieved candidates immediately and allow them to take part in interview test if they are found eligible.

And I think the Commission has given everyone a fair chance to get their marks re-checked within 15 days which is long enough for any serious candidates to reach Itanagar from any corner of the country.

Human error factor cannot be ruled out sometimes especially when you are conducting such a big exam. But to call for fresh exam is totally wrong and unacceptable. At best candidates can ask for re-evaluation of papers as the exam process itself is not under question here.

I strongly want to rebut the wild allegation which was published on Dec 17 issue (Re-exam demanded), that exam conducted on 2nd and 3rd June was not fair. I hope my fellow candidates are themselves witness to the fact that exam conducted on these days were one of the most strict and fair exams ever conducted by the Commission.

I solemnly appeal to all the candidates to stop trying to influence the Commission by unfair means and let the Commission take its own decision.

Moreover, there is good news for every aspirant that some fresh posts of Assistant Engineer (Civil) have already come to APPSC for recruitment.

So why don’t we let this exam pass peacefully and prepare for the next exam whole heartedly? By dragging on this issue we are only creating problem rather than solving any. This way we are only denying ourselves a chance to sit in fresh exam immediately. Because for now it’s the Commission versus the written disqualified candidates, and it will become tripartite struggle if the Commission take any wrong decision. And this scenario will make whole process stalled and diminish any chance of fresh recruitment immediately in near future. And I know no one would want that to happen.

If the Commission gives in to the illegitimate demand of few unscrupulous individuals and organizations meekly, it stands to lose its trustworthiness and the sanctity. It’s the high time for the Secretary and the Chairman of APPSC to prove that the institution called APPSC is still sacrosanct.

Was it fair?

Dear Editor,

I would like to ask those candidates who qualified the written exam of A.E. (civil) and wrote "let justice be delivered to those who truly deserve", on Readers Forum of Arunachal Times, whether they are sure that they really deserve it? If so, why are they scared of re- examinations? If you are really talented then next time also your name will be there in written list.

Regarding comparisons with UPSC etc, I have never heard of it committing the same mistake.  And, in University or college exams, they might err in evaluation process in one or two cases unlike the blunder committed by APPSC.  

My beloved qualified candidates who oppose the re-conduction of examination are scared of hard work and preparation. I want to ask them whether they only had done hard work. Do you think others had written the examination just for fun and enjoyment? No, my dear friends, it is your good luck that, in evaluation process you were not affected, otherwise all had burned same midnight oil.

Moreover, some of the candidate belongs to poor families and they have even sold their mithun, cows & local ornaments etc in order to attend coaching classes. Who knows some of them might have done better than those who qualified but due to their misfortune they couldn't be in the list.

I personally accept re-evaluation, but under the condition that, from section officer to chairman give their resignation. Otherwise, the same group will be there and same mistakes will be committed.

I appeal to my friends who have qualified the exams that though the process will be late, let's face one more time and let the APPSC pick-up talent.

Lastly, I appeal to APPSC to re-conduct the examination and request the chairman, not to deploy force at the gate because it causes problems.

Further, I also appeal to all NGO's, various student organisations, parents of frustrated candidates and others to come forward to give justice to us by demanding a re-conduction of the examination.

Honour and value dedication and hard work

Dear Editor,

It is heartening to hear about the recent postponement of the interview for A.E(civil) by the Public service Commission. What amazes and intrigues us is in the way it was done. As I learned it was done after extreme intimidation, threat and dire pressure from few vested aspirants with goons in the evening before the due date. We vehemently deplore the nature of the protest and not the merit of the dispute. In any case the commission have given on its own without the injunction of the court more than 3 weeks to address any concern of all the aspirants. Besides there is always the option to approach the High court for justice. Put your grievance before the commission or High court, instead of making unfounded charges and demands, that makes whole thing laughable.

I appeal them to honour and value the sacrifices, dedication and hard work of their fellow aspirants who have come this far of the competition. Let’s not take anything away from them and malign them in a sense.

We are in general very dismayed by this whole trend and culture of muscle power advocated and practiced by groups, sub-groups, Unions with few members and holding various public offices and government to ransom. Today we seem to be paralyzed by a sense of helplessness. There is apathy around us. Such groups should not be patronized by political class and student leaders.

We can only climb up from here

Dear Editor,

After reading about the way the APPSC conducted the exams for engineers, I am having doubts about them conducting the APPSC mains exams. How could they let this blunder happen?  The only way to instill back the trust of this institution ,is the present members should resign from their post voluntarily on moral grounds.

Every society has its culturally defined goals like earning money, owning a car etc. In order to achieve this, in a balanced society, the society defines culturally accepted ways to achieve the goals, through hard work innovation determination but in the land of khusi- khusi, the accepted ways of achieving the goals are bribery nepotism corruption you name it, importance is given to success but relatively less importance is given to the accepted ways of achieving success.  

As such Arunachali society is unbalanced and unstable.  Our society has fallen so low there is no more space to fall, we can only climb up from here.
